A report from the&nbsp;<em>Cleveland Scene<\/em>&nbsp;<a href=\"https:\/\/www.clevescene.com\/news\/planned-parenthood-of-greater-ohio-employees-want-leadership-to-take-pay-cuts-to-avoid-layoffs-staff-salary-reductions-47239780\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>&nbsp;that PPGOH\u2019s president, Erica Wilson-Domer, claimed, \u201cThe impacts of a total $10 million funding loss unfortunately cannot be solved entirely through cutting executive compensation.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">As a result, \u201c[n]early 10% of PPGOH\u2019s staff was laid off,\u201d PPGOH&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/media\/press-releases\/the-loss-of-title-x-and-the-projected-loss-of-medicaid-totals-over-10-million-and-a-reduction-in-force-became-necessary-to-sustain-the-organization\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;on September 2. \u201cIn total, 21 staff members were affected\u2026 amounting to over $1.3 million saved for the organization\u2026 This comes after the organization has faced mounting attacks from the Trump administration, including the loss of Title X funding and Medicaid defunding through the federal reconciliation bill,\u201d PPGOH claimed.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>The Backstory:<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size\">The 2025 Reconciliation Act removed Medicaid dollars from entities that provide abortion (as of October 1, 2025) and which have received more than $800,000 in Medicaid expenditures during a previous fiscal year. The \u201cBig, Beautiful Bill\u201d was signed into law by President Trump on July 4, 2025 and commenced on July 7, 2025.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">As&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/judge-expanded-injunction-against-defunding-planned-parenthood\" target=\"_blank\" rel=\"noreferrer noopener\">previously noted<\/a>&nbsp;by Live Action News:<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><em>\u2026 Planned Parenthood Federation of America, Planned Parenthood League of Massachusetts, and Planned Parenthood Association of Utah &nbsp;<\/em><a href=\"https:\/\/litigationtracker.law.georgetown.edu\/litigation\/planned-parenthood-federation-of-america-inc-et-al-v-kennedy-et-al\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>filed a lawsuit<\/em><\/a><em>&nbsp;against HHS Secretary Robert F. It came out of the blue,\u201d Olivia Oney, the Central Ohio Field Manager for PPGOH, told&nbsp;<a href=\"https:\/\/matternews.org\/community\/the-workers-view-inside-the-planned-parenthood-of-greater-ohio-vote-to-unionize\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Matter News<\/em><\/a>. \u201cThey kept saying it\u2019s due to finances. Part of that is due to abortion bans, so I can\u2019t blame them entirely,&nbsp;<strong>but it\u2019s also due to them not handling finances correctly\u2026.<\/strong>\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In&nbsp;<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/08\/21\/anti-abortion-facilities-get-ohio-grants-as-funding-for-other-womens-health-facilities-slashed\/\" target=\"_blank\" rel=\"noreferrer noopener\">August<\/a>, even before the Defund bill was implemented, the affiliate&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/media\/press-releases\/planned-parenthood-of-greater-ohio-undergoes-a-reduction-in-force-in-light-of-federal-funding-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;\u201cstaffing reductions&nbsp;were on the horizon,\u201d&nbsp;<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/09\/03\/ohio-planned-parenthood-workers-union-fights-for-jobs-amid-federal-budget-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;<em>Ohio Capital Journal.<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size\">The&nbsp;<a href=\"https:\/\/www.clevescene.com\/news\/planned-parenthood-of-greater-ohio-employees-want-leadership-to-take-pay-cuts-to-avoid-layoffs-staff-salary-reductions-47239780\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cleveland Scene<\/a>&nbsp;indicated that PPGOH planned to impose pay cuts upon the remaining staffers:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size\"><em>Workers backed by the local arm of the Office and Professional Employees International Union want nine C-suite executives at Ohio\u2019s Planned Parenthood branch to cut their own pay by a quarter, the union said in a press release on Thursday, to save other jobs.<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><em>The request comes after the union met for a third time\u2026 with PPGOH to try and handle fallout from about $10 million in federal funding cuts affecting 12 Ohio locations.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"has-medium-font-size\">About $2 million in \u201cdirector-level and above\u201d spending was being cut \u201cin an effort to reduce overall costs\u201d concerning patient care, PPGOH allegedly told the media outlet.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><em>Cleveland Scene<\/em>&nbsp;claimed that Brian Pearson, \u201cwhose organization oversees the Office and Professional Employees International Union Local 98, which is bargaining on PPGOH employees\u2019 behalf, frames the current impasse\u2026 as part of a growing trend.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIt\u2019s this common theme of workers, even those that are unionized, not having a seat at the table,\u201d Pearson said. \u201cAnd I\u2019m definitely fed up about it.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Unionized staffers blasted Planned Parenthood in a&nbsp;<a href=\"https:\/\/actionnetwork.org\/letters\/tell-ppgoh-leadership-commit-to-25-salary-reductions-to-save-more-jobs?ref=autonomynews.co\" target=\"_blank\" rel=\"noreferrer noopener\">public letter<\/a>: \u201cAs of 8\/18\/2025, PPGOH management verified that there are no plans for any of the Senior Leadership Team to take pay cuts to try to save PPGOH jobs\u2026\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">September 2, 2025 PPGOH&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/media\/press-releases\/the-loss-of-title-x-and-the-projected-loss-of-medicaid-totals-over-10-million-and-a-reduction-in-force-became-necessary-to-sustain-the-organization\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;they had \u201cfinalized the reduction in force,\u201d and according to&nbsp;<a href=\"https:\/\/www.clevescene.com\/news\/planned-parenthood-of-greater-ohio-employees-want-leadership-to-take-pay-cuts-to-avoid-layoffs-staff-salary-reductions-47239780\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Cleveland Scene<\/em><\/a>. \u201cNo Planned Parenthood leaders\u2026 have agreed to take any pay cuts.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>The Context:<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size\">Even before Planned Parenthood lost a single penny of the&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/report-details-planned-parenthood-record-abortions-funding\" target=\"_blank\" rel=\"noreferrer noopener\">nearly $800 million<\/a>&nbsp;they received from taxpayers, they threatened to&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/media\/press-releases\/tbd\" target=\"_blank\" rel=\"noreferrer noopener\">close<\/a>&nbsp;hundreds of facilities, seeking&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/states-bail-out-planned-parenthood-federal-defunding\" target=\"_blank\" rel=\"noreferrer noopener\">bailouts<\/a>&nbsp;from states with pro-abortion leadership in a&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-ruse-pocket-state-dollars-continues\" target=\"_blank\" rel=\"noreferrer noopener\">ruse<\/a>&nbsp;to fill their coffers.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-virtual-health-centers-expand-closes\" target=\"_blank\" rel=\"noreferrer noopener\">truth<\/a>, Planned Parenthood \u2014 which&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-donors-dropping-mission-creep\" target=\"_blank\" rel=\"noreferrer noopener\">lost donors<\/a>&nbsp;due to its own \u201cmission creep\u201d and utilizes&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/deceptive-marketing-allegations-planned-parenthood-continue\" target=\"_blank\" rel=\"noreferrer noopener\">deceptive marketing practices<\/a>&nbsp;to lure clients \u2014 was&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-victim-shift-virtual-business-model\/\" target=\"_blank\" rel=\"noreferrer noopener\">playing the victim<\/a>&nbsp;for political gain, as it had already been planning closures and consolidations with a&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-closures-restructuring-telehealth\/\" target=\"_blank\" rel=\"noreferrer noopener\">deliberate move toward telehealth<\/a>&nbsp;in all of its affiliates.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">As Planned Parenthood&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-victim-shift-virtual-business-model\/\" target=\"_blank\" rel=\"noreferrer noopener\">shuttered<\/a>&nbsp;brick-and-mortar facilities and laid off staff, it intentionally drove clients to online&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-closures-restructuring-telehealth\/\" target=\"_blank\" rel=\"noreferrer noopener\">telehealth<\/a>&nbsp;\u2014 including the mailing of abortion pills. Its \u201cVirtual Health Centers (VHCs)\u201d are popping up across the country as part of a larger&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-restructuring-outrage-fuels-donations\/\" target=\"_blank\" rel=\"noreferrer noopener\">restructuring plan<\/a>&nbsp;put in place&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-closures-restructuring-telehealth\/\" target=\"_blank\" rel=\"noreferrer noopener\">years ago<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">One Planned Parenthood Keystone staffer&nbsp;<a href=\"https:\/\/newlaborforum.cuny.edu\/2025\/02\/28\/planned-parenthood-bargaining-after-dobbs\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>&nbsp;<a href=\"http:\/\/newlaborforum.cuny.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">NewLaborForum.<wbr>cuny.edu<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size\"><em>In 2022, shortly after Planned Parenthood got the [$7.5 MILLION] donation from [Mackenzie] Scott, they increased the wages of the lowest-paid employees to \u201cmarket value.\u201d<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><em>A few months later, we had layoffs. We had another round of layoffs in 2024. It was mostly our lowest-paid employees. They also got rid of a lot of the nurse practitioners. I think that was really what got us moving. Non-licensed employees like me were doing a lot of their work.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"has-medium-font-size\">In&nbsp;<a href=\"https:\/\/www.liveaction.org\/news\/planned-parenthood-federation-america-cut-staff\" target=\"_blank\" rel=\"noreferrer noopener\">2023<\/a>, Planned Parenthood Federation of America (PPFA) made the \u201cstrategic decision\u201d to restructure by&nbsp;<a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSenwIWPv9SZpr5znecPHRnJ_P9d0JjAmW7dBi8YW5cdhTyUDQ\/viewform\" target=\"_blank\" rel=\"noreferrer noopener\">laying off staff<\/a>&nbsp;at the national level and using those dollars to \u201cbuild a powerful movement for abortion access at the local and state level.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">By 2025, multiple layoffs were announced prior to the passage of the Defund bill, and even while the bill was blocked by the courts.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>FEBRUARY:<\/strong>&nbsp;The&nbsp;<em>Flatwater Free Press<\/em>&nbsp;<a href=\"https:\/\/flatwaterfreepress.org\/dysfunction-turnover-at-omaha-planned-parenthood-clinic-further-limiting-abortion-access-in-nebraska\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote,&nbsp;<\/a>\u201cPlanned Parenthood clinics across the country are struggling financially and dealing with high turnover as most of the organization\u2019s fundraised money goes to legal and political causes, a recent&nbsp;<a href=\"https:\/\/www.nytimes.com\/2025\/02\/15\/us\/planned-parenthood-clinics.html\" target=\"_blank\" rel=\"noreferrer noopener\">New York Times [NYT] investigation<\/a>&nbsp;found,\u201d with NYT noting that \u201c<strong>Greater New York<\/strong>\u2026 laid off and furloughed hundreds of employees\u2026.\u201d (emphasis added)<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>APRIL:<\/strong>&nbsp;<strong>Planned Parenthood of Michigan<\/strong>&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-michigan\/newsroom\/in-the-face-of-historic-attacks-and-funding-threats-planned-parenthood-of-michigan-is-restructuring-operations-statewide-to-protect-the-organizations-long-term-sustainability\" target=\"_blank\" rel=\"noreferrer noopener\">announced,&nbsp;<\/a>\u201cPlanned Parenthood of Michigan (PPMI)&nbsp;is reducing its brick-and-mortar footprint and reorganizing operations statewide to ensure long-term sustainability\u2026 As part of this reorganization,&nbsp;PPMI will also reduce staffing by 10 percent, impacting clinical, programmatic, and administrative teams.\u201d&nbsp;<strong>Planned Parenthood of Greater Washington and North Idaho<\/strong>&nbsp;(PPGWNI)&nbsp;staffers&nbsp;<a href=\"https:\/\/favs.news\/workplace-complaints-grow-against-planned-parenthood\/\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>&nbsp;that that the affiliate had \u201c[a] track record of&nbsp;<a href=\"https:\/\/rangemedia.co\/planned-parenthood-washington-union\/\" target=\"_blank\" rel=\"noreferrer noopener\">poor labor conditions<\/a>, a deep dive into executive compensation, ghosted donors, an upcoming merger and a 20-year-old discrimination case.\u201d They pointed out that \u201cStaff downsizing often follows a merger.\u201d Staffers reportedly received a letter claiming that if \u201cmore staffing changes are needed, they will happen later this spring or early summer.\u201d<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>MAY: Planned Parenthood North Central States<\/strong>&nbsp;(PPNCS)&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-north-central-states\/about-ppncs\/media-relations\/planned-parenthood-north-central-states-announces-footprint-and-staffing-changes-as-dangerous-attacks-on-care-continue\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;it would \u201cclose and consolidate eight health centers with 66 staff members impacted by layoffs and an additional 37 staff receiving offers of reassignment.\u201d<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>JUNE to AUGUST:<\/strong>&nbsp;\u201c<strong>Planned Parenthood Mar Monte<\/strong>, Inc. filed 2 WARN layoff notices from Jun 2025 to Aug 2025&nbsp;in&nbsp;<a href=\"https:\/\/www.warntracker.com\/?state=CA\" target=\"_blank\" rel=\"noreferrer noopener\">California<\/a>. 27 employees were laid off in total from these layoffs,\u201d reported&nbsp;<a href=\"https:\/\/www.warntracker.com\/company\/planned-parenthood-mar-monte\" target=\"_blank\" rel=\"noreferrer noopener\">WarnTracker.com<\/a>. (emphasis added)<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>JULY: Planned Parenthood Great Rivers<\/strong>&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-great-rivers\/newsroom\/press-releases\/planned-parenthood-great-rivers-reduces-staff-due-to-medicaid-cuts-all-health-centers-open-for-care\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>that&nbsp;<strong>it<\/strong>&nbsp;had\u201cmade the difficult decision to reduce its administrative workforce,\u201d adding that \u201cEffective August 1, 2025, PPGR will operate on a reduced workforce across administrative functions, including human resources, research, education, and marketing.\u201d&nbsp;<strong>Planned Parenthood Mar Monte<\/strong>, Inc.\u2019s&nbsp;<a href=\"https:\/\/bakersfieldnow.com\/resources\/pdf\/7fe21d83-11a9-4a28-a18f-6b8944cb3712-PlannedParenthoodWARNltr.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Notice of Layoff\/Reduction in Force<\/a>&nbsp;warned, \u201cThe layoffs are anticipated to affect employees who work out of Planned Parenthood Mar Monte, Inc.\u2019s offices located at, 2633 16th Street, Bakersfield, CA 93301.\u201d Additional California affiliates also&nbsp;<a href=\"https:\/\/www.warntracker.com\/?state=CA\" target=\"_blank\" rel=\"noreferrer noopener\">posted notices<\/a>.&nbsp;<strong>Planned Parenthood Gulf Coast<\/strong>&nbsp;(PPGC) issued&nbsp;<a href=\"https:\/\/www.twc.texas.gov\/sites\/default\/files\/oei\/docs\/warn-act-listings-2025-twc.xlsx\" target=\"_blank\" rel=\"noreferrer noopener\">layoff notice<\/a>s impacting 114 employees.&nbsp;<strong>Planned Parenthood Southwest Ohio Region<\/strong>&nbsp;closed two facilities and&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-southwest-ohio\/who-we-are\/newsroom\/medicaid-defund-forces-planned-parenthood-southwest-ohio-health-center-closures\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>&nbsp;\u201cevery effort is being made to minimize layoffs and ease the transition for affected employees.\u201d<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>AUGUST:<\/strong>&nbsp;\u201c<strong>Planned Parenthood of Greater Ohio<\/strong>&nbsp;(PPGOH)&nbsp;<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-greater-ohio\/media\/press-releases\/planned-parenthood-of-greater-ohio-undergoes-a-reduction-in-force-in-light-of-federal-funding-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;that it will reduce its workforce.\u201d<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWhat benefits the national organization doesn\u2019t always translate into improvements for affiliates,\u201d the&nbsp;<em>Wall Street Journal&nbsp;<\/em><a href=\"https:\/\/www.wsj.com\/us-news\/what-is-planned-parenthood-fighting-for-ddf1de65\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;in July. \u201cAccording to a former senior executive at the national office,&nbsp;<strong>outrage tends to fuel donations<\/strong>; the more restrictions on abortion, the more it benefits the national office\u2026.
