In a&nbsp;<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=27xYpswy2yQ\">video<\/a>&nbsp;regarding the incident, Survivors of the Abortion Holocaust said they filed a Freedom of Information Act (FOIA) requesting information on the malpractice insurance held by the faciity to put the insurer &#8216;on notice&#8217; of possible dangers to patients based on Santangelo&#8217;s appearance and apparent inability to commit abortions.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The group credited its protest of Washington Surgi-Clinic with the temporary halting of abortions.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">&#8220;The Washington Surgi-Clinic, an infamous late-term abortion facility located in Washington D.C. has halted appointments after activists from The Survivors engaged in a campaign to shut the facility down,&#8221; the group said in its press release. &#8220;&#8230; The Survivors compiled numerous complaints and lawsuits filed against Cesare Santangelo, into a 14-page\u00a0<a href=\"https:\/\/www.liveaction.org\/news\/formal-complaint-medical-license-abortionist-butcher-dc\" target=\"_blank\" rel=\"noreferrer noopener\">complaint<\/a>\u00a0which was filed with the DC Board of Medicine and is currently under review.&#8221;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">As previously reported, medical malpractice attorney Mike Seibel told Live Action News, &#8220;A doctor without full use of both arms possibly puts the patient at risk for complications and might also violate 3-1205.14(5) of the District of Columbia code.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">He added that \u201cAuthorities should immediately investigate whether he is physically competent to perform this type of procedure without endangering the patient.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Under that&nbsp;<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/code.dccouncil.gov\/us\/dc\/council\/code\/sections\/3-1205.14\">code<\/a>, a medical license can be revoked when the licensee \u201cis professionally or mentally incompetent or physically incapable.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Backstory:<\/h2>\n\n\n\n<p class=\"has-medium-font-size\">Santangelo first made headlines in 2013 during Live Action&#8217;s\u00a0<a href=\"https:\/\/www.liveaction.org\/investigations\/inhuman-late-term-abortion\" target=\"_blank\" rel=\"noreferrer noopener\">Inhuman investigation<\/a>. So hopefully the fetus will expire first\u2026.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Asked if the baby ever moves when he or she comes out, Santangelo&nbsp;<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/youtu.be\/NxOWyumLufA?si=rs0OfWghjFGBEMzD&amp;t=142\">responded<\/a>, \u201cThat\u2019s why I try and&nbsp;<strong>sever the umbilical cord first<\/strong>, and we wait for that to stop pulsing, and this way the fetus is expired first, so it doesn\u2019t\u201d (emphasis added).<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In March of 2022, the facility made\u00a0<a href=\"https:\/\/www.liveaction.org\/news\/justice-five-facts-discovery-aborted-babies-dc\" target=\"_blank\" rel=\"noreferrer noopener\">headlines<\/a>\u00a0again when pro-life activists discovered the bodies of over 100 babies in a medical waste bin being loaded onto a truck for Curtis Bay Energy. Five of the babies appeared to be nearly full-term and experts surmised that some of them could have been born alive.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Nicknamed the &#8216;DC Five,&#8217; pro-lifers and\u00a0<a href=\"https:\/\/www.liveaction.org\/news\/republican-lawmakers-fbi-deaths-dc-five\" target=\"_blank\" rel=\"noreferrer noopener\">lawmakers<\/a>\u00a0have sought justice for these children ever since, though D.C. police have refused to investigate their deaths.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"678\" height=\"381\" src=\"https:\/\/cincinnatirighttolife.org\/wp-content\/uploads\/2025\/09\/Aborted-baby-images.jpg\" alt=\"\" class=\"wp-image-34818\" style=\"width:840px;height:auto\" srcset=\"https:\/\/cincinnatirighttolife.org\/wp-content\/uploads\/2025\/09\/Aborted-baby-images.jpg 678w, https:\/\/cincinnatirighttolife.org\/wp-content\/uploads\/2025\/09\/Aborted-baby-images-300x169.jpg 300w\" sizes=\"auto, (max-width: 678px) 100vw, 678px\" \/><\/figure><\/div>\n\n\n<p class=\"has-medium-font-size\">It is possible that some were born alive, as another undercover investigation confirmed that Santangelo appears willing to let babies born alive during his abortions die after their live births.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">A follow-up\u00a0<a href=\"https:\/\/www.liveaction.org\/news\/undercover-video-abortion-facility-ethics-complaint\" target=\"_blank\" rel=\"noreferrer noopener\">undercover investigation<\/a>\u00a0found that Santangelo requires pregnant women to take Xanax, a medication\u00a0<a href=\"https:\/\/www.drugs.com\/medical-answers\/xanax-make-you-feel-3559327\/\" target=\"_blank\" rel=\"noreferrer noopener\">that can cause drowsiness and impair memory<\/a>,\u00a0<em>before<\/em>\u00a0meeting with him and giving their final consent for an abortion.<\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Undercover Footage From DC Abortion Facility Highlights Human Rights Abuses Against Women &amp; Children\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/_6bqFOnUsfg?start=3&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"has-medium-font-size\">The video footage also shows a nurse telling the undercover patient that she may have to deliver her stillborn (or possibly living, premature) baby alone in her hotel room, admitting, \u201cThere is a possibility that you could go into premature labor.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The nurse then asked the patient to sign paperwork stating that they spoke about the possibility of premature labor, reiterating, \u201cYou may go into premature labor and deliver the fetus in your hotel.\u201d She added, \u201cWe could just tell you what to do with the remains.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Bottom Line:<\/h2>\n\n\n\n<p class=\"has-medium-font-size\">For now, Santangelo appears to have ceased committing abortions.
