A second group of a dozen health centers is not offering long-acting contraceptive devices for Medicaid patients for similar reasons.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The moves come after US district judge Indira Talwani blocked a provision of the sweeping tax bill that \u201cdefunds\u201d abortion providers for one year if they received more than $800,000 in Medicaid reimbursements in 2023. (The payments would be for non-abortion services like birth control and STI testing, as federal law already prohibits the program from covering abortions outside a few exceptions.)<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The order prevents the administration from enforcing the law against Planned Parenthood; an independent provider in Maine\u00a0<a href=\"https:\/\/apnews.com\/article\/abortion-provider-defunding-maine-planned-parenthood-005a43ca6f0d06a0c3173452a315b3cc\" target=\"_blank\" rel=\"noreferrer noopener\">filed<\/a>\u00a0a separate suit and a hearing is scheduled for next week.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The Trump administration filed notice on Tuesday that it would\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mad.286600\/gov.uscourts.mad.286600.75.0_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">appeal<\/a>\u00a0the ruling to the first circuit court of appeals; the case will almost certainly make it to the US supreme court. Roughly a dozen Planned Parenthood clinics have announced closures since the bill was signed into law, with the latest including the organization\u2019s\u00a0<a href=\"https:\/\/www.nola.com\/news\/healthcare_hospitals\/planned-parenthood-to-cease-operations-in-louisiana\/article_73fdaccb-3d2f-4204-953b-343fa2508c05.html\" target=\"_blank\" rel=\"noreferrer noopener\">only two health centers in Louisiana<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Planned Parenthood Gulf Coast said its New Orleans and Baton Rouge clinics would close on 30 September.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Planned Parenthood Southwest\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/ohio\" target=\"_blank\" rel=\"noreferrer noopener\">Ohio<\/a>\u00a0(PPSWO), one of two affiliates in the state, said in a statement that, while it was \u201crelieved\u201d to see Talwani\u2019s order, it would not resume accepting Medicaid, though it was seeing Medicaid patients who self-pay.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cUnfortunately for many smaller affiliates, the risk of the federal government requesting back pay if the injunction expires is still too great,\u201d a spokesperson said, citing\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mad.286600\/gov.uscourts.mad.286600.53.0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legal filings<\/a>\u00a0in which the Trump justice department said it would seek to \u201cclaw back\u201d payments if it ultimately wins the case.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWe\u2019re trying to mitigate that risk to preserve our capacity to offer the other critical services south-west Ohioans and hundreds of patients from the south come to us for,\u201d a PPSWO spokesperson added, mentioning abortion and gender-affirming care.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">PPSWO\u00a0<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/07\/18\/southwest-ohio-to-lose-two-health-clinics-over-federal-state-budget-medicaid-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">closed two health centers<\/a>\u00a0at the end of July, leaving it with four clinics. The spokesperson said the judge\u2019s injunction did not allow it to reopen the shuttered clinics in Springfield and Hamilton.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cAcross the country and even within a state we may see different strategic approaches to this devastating loss [for affiliates],\u201d the affiliate said. \u201cThis course of action was ultimately the best option for us with long-term sustainability in mind.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The other Ohio affiliate, Planned Parenthood of Greater Ohio (PPGOH), said that, while it was accepting Medicaid at its 12 clinics after the injunction, it would<a href=\"https:\/\/ohiocapitaljournal.com\/2025\/07\/30\/ohio-planned-parenthoods-will-remain-closed-despite-federal-success-in-ongoing-lawsuit\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0not provide intrauterine devices or birth control implants<\/a>\u00a0to Medicaid patients \u2013 unless they self-pay for the devices and the insertion appointments. These forms of long-acting reversible contraception are some of the most effective, but they are costly and can be hard for\u00a0<a href=\"https:\/\/www.jezebel.com\/the-wtf-is-happening-guide-to-the-planned-parenthood-case-at-the-supreme-court\" target=\"_blank\" rel=\"noreferrer noopener\">low-income patients<\/a>\u00a0to access.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Nearly all Planned Parenthood clinics offer\u00a0<a href=\"https:\/\/www.guttmacher.org\/2025\/03\/whats-stake-medina-v-planned-parenthood-south-atlantic\" target=\"_blank\" rel=\"noreferrer noopener\">same-day insertions<\/a>\u00a0of IUDs and implants, compared with 60 to 70% of other family-planning clinics and health departments, per the Guttmacher Institute.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In a statement to the Guardian, PPGOH said it would not offer IUDs or Nexplanon implants to patients with Medicaid over fears that the\u00a0<a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" target=\"_blank\" rel=\"noreferrer noopener\">Trump administration<\/a>\u00a0will demand that money be repaid if it ultimately wins in court.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThese are the most expensive services we provide and to protect the organization from the risk of extreme financial loss, we can\u2019t risk providing these services now and then never having the claims paid,\u201d a PPGOH spokesperson said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Planned Parenthood Federation of America is the umbrella organization that oversees a network of nearly 50 independent regional affiliates, which run roughly 600 clinics across the US. The budget bill defines abortion clinics as \u201cprohibited entities\u201d for Medicaid if they hit the aforementioned reimbursement threshold and perform abortions as of 1 October.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">During negotiations for the bill, when the \u201cdefund\u201d period was 10 years, PPFA\u2019s accreditation board informed affiliates about new\u00a0<a href=\"https:\/\/www.autonomynews.co\/planned-parenthood-affiliates-drop-abortion-defunding-medicaid\/\" target=\"_blank\" rel=\"noreferrer noopener\">waivers to seek approval to cease providing abortions<\/a>; doing so may allow them to remain in Medicaid. It\u2019s not known if any affiliates have submitted such waivers after the one-year provision was signed into law, but some are changing their billing practices, such as in Ohio.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Other affiliates, meanwhile, have said they are back to processing Medicaid insurance claims as they typically would following the preliminary injunction. Planned Parenthood of Wisconsin\u2019s chief strategy officer, Michelle Velasquez,\u00a0<a href=\"https:\/\/www.npr.org\/2025\/07\/29\/nx-s1-5482978\/judge-rules-trump-administration-cannot-block-medicaid-payments-to-planned-parenthood\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>\u00a0NPR that the judge\u2019s 28 July ruling \u201cmeans that there is no doubt about whether or not we can provide that care\u201d to patients with Medicaid.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Planned Parenthood of the Rocky Mountains and Planned Parenthood of Maryland confirmed to the Guardian that they had resumed billing the health insurance program.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Some are proceeding with caution.
