Gary Click, a Sandusky County Republican, calls it the Strategic Tax Opportunities for Raising Kids, or STORK Act.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIt makes sense when you stop and think about it,\u201d Click said. \u201cWhen do you start paying expenses? Did your expenses start after or before they were born?\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"GLLZ4VKCFRF37HU2IJ3AEZE3KQ\">New parents buy cribs, clothes and diapers before their baby arrives. They have out-of-pocket medical costs. High risk pregnancies can even require bed rest for weeks.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"TY6VT6ND6FHOZCI447KIZROM5Y\">\u201cYou can\u2019t leave the hospital without a car seat,\u201d Click said. \u201cLet\u2019s just give these parents a break. These are not huge savings but every little bit adds up.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"I3LKSXXFJ5ELRIJZKKXNKH6LUY\">Here\u2019s what you could exempt on state taxes for each child:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">$2,400 for taxpayers with a modified adjusted gross income of $40,000 or less per year.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">$2,150 for those earning between $40,001 to $80,000.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">$1,900 for those making more than $80,000 per year.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size\" id=\"LDYCJOM5TRHZ7BNWLW6KUZJ5PQ\">Those are the same amounts parents can deduct after their baby is born. And it wouldn\u2019t apply to federal income taxes.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"X2V7SGC4ABGA3NJNFWAIOPMKJQ\">After a child is born, parents use their Social Security number to claim the tax exemption. Click said they would claim the exemption like others that aren\u2019t for children in the year of pregnancy.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"LB42IFKPJZERXEQFC76CNDPBRE\">HB 87 would also make baby clothing, pacifiers, bassinets, monitors, breast pumps and other infant items tax free.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"W2A3KUF6PRCQ5M6CM42B7UWRHY\">The income tax exemption would also be available for parents who suffer a miscarriage or still birth but not women who choose abortion.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"U3X6VQ3VWJAKBGSWOKJRAWKV5U\">\u201cIt\u2019s not a back door way to fund abortion,\u201d Click said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"KDYV4P3CGJETROBSWMH4IOR5KA\">The Republican pastor has long opposed abortion access. A few weeks after the U.S. Supreme Court overturned federal abortion protections,&nbsp;<a href=\"https:\/\/ohiohouse.gov\/members\/gary-click\/news\/click-introduces-legislation-to-declare-personhood-from-the-moment-of-conception-111031\" target=\"_blank\" rel=\"noreferrer noopener\">Click introduced legislation<\/a>&nbsp;to rewrite Ohio\u2019s Revised Code so that personhood was recognized from the moment of conception.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"YIEP5HJZENGYPPCVDLG6IPOW74\">That bill didn\u2019t go anywhere, and Ohio\u2019s reproductive rights amendment would have likely made it unconstitutional. The concept of personhood has long been central to the abortion debate. The U.S. Supreme Court\u2019s decision in Roe v. Wade &#8212; overturned by the court in 2022 &#8212; established that the word \u201cperson\u201d in the 14th Amendment did not apply to the \u201cunborn.\u201d After the court reversed that decision,&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-us-supreme-court-health-government-and-politics-constitutions-93c27f3132ecc78e913120fe4d6c0977\" target=\"_blank\" rel=\"noreferrer noopener\">several states considered personhood changes.<\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"OGQBFX36AFBWTOXJOIZV3OBABA\">This isn\u2019t the first time Click has tried to pass this bill either. He introduced the STORK act&nbsp;<a href=\"https:\/\/www.cleveland.com\/news\/2024\/08\/ohio-taxpayers-could-claim-unborn-children-as-dependents-under-new-legislation.html\" target=\"_blank\" rel=\"noreferrer noopener\">near the end<\/a>&nbsp;of the last General Assembly.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"MPULAKUN3FCTNCRN7277SZKUNE\">Click told Cleveland.com he wanted to start the conversation but wasn\u2019t surprised when it didn\u2019t become law.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"K7WY5H5TAVCQBP3H3IB4HM76Z4\">This year\u2019s version had its first hearing March 26, and he\u2019s optimistic about his chances.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Click could have asked to add HB 87 to the state\u2019s two-year operating budget. Bills dealing with taxes are often submitted as amendments, but Click told Cleveland.com he didn\u2019t submit his conceived child credit.<\/p>\n\n\n\n<p class=\"has-medium-font-size\" id=\"YPNEYJ3QMZHIRHAIPHGG22O47A\">\u201cI feel confident about this,\u201d he said. \u201cI like talking about it too.
