Polls show lopsided majorities favor the policies, known as the Hyde Amendment and the Mexico City Policy, which Trump reinstated Friday&nbsp;<a href=\"https:\/\/www.realclearpolitics.com\/articles\/2025\/01\/24\/exclusive_trump_revives_mexico_city_policy_rescinds_biden_abortion_initiatives_152248.html\" target=\"_blank\" rel=\"noreferrer noopener\">onboard<\/a>&nbsp;Air Force One while being whisked to see massive property damage caused by California\u2019s wildfires. The same day, the Justice Department noted it would stop the Biden-Harris administration\u2019s prosecution of peaceful pro-life advocates under the FACE Act, except in \u201cextraordinary circumstances.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cNo American tax dollars should be used to pay an abortionist to kill an innocent unborn child. American taxpayer dollars should only be used to promote human flourishing, and the reinstating of the Mexico City Policy and the enforcement of the Hyde Amendment will help ensure this,\u201d Mary Szoch, director of the Center for Human Dignity at Family Research Council, told The Washington Stand.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">73% of Americans Oppose Funding Foreign Abortions<\/h3>\n\n\n\n<p class=\"has-medium-font-size\">President Trump\u2019s&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/memorandum-for-the-secretary-of-state-the-secretary-of-defense-the-secretary-of-health-and-human-services-the-administrator-of-the-united-states-for-international-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">presidential memorandum<\/a>&nbsp;reinstates his 2017&nbsp;<a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2019\/10\/PLGHA-FAQs-September-2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Protecting Life in Global Health Assistance<\/a>&nbsp;(PLGHA), which requires non-governmental organizations that receive federal tax dollars to agree not to carry out nor advocate for abortion in foreign nations.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The amount of total foreign health funding remains the same; this policy merely delivers health care through providers who agree to respect pro-life taxpayers. Under the Biden-Harris administration, one organization funded by President\u2019s Emergency Plan for AIDS Relief (PEPFAR) carried out&nbsp;<a href=\"https:\/\/thehill.com\/policy\/healthcare\/5092224-pepfar-funded-abortions-spark-outrage\/\" target=\"_blank\" rel=\"noreferrer noopener\">21 abortions<\/a>&nbsp;in Mozambique during the Biden-Harris administration. PEPFAR financial authorization ends on March 25.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The memo also directs the secretary of State \u201cto take all necessary actions, to the extent permitted by law, to ensure that U.S. taxpayer dollars do not fund organizations or programs that support or participate in the management of a program of coercive abortion or involuntary sterilization.\u201d The first Trump administration defunded the United Nations Population Fund,&nbsp;<a href=\"https:\/\/c-fam.org\/friday_fax\/u-s-blasts-unfpa-support-chinas-birth-control-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">noting<\/a>&nbsp;UNFPA\u2019s facilitation of China\u2019s forced abortion regimen under its One-Child Policy.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The memorandum continues the bipartisan back-and-forth over foreign abortion funding, known as the Mexico City Policy, which was originally&nbsp;<a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R41360\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;by President Ronald Reagan in 1984 and&nbsp;<a href=\"https:\/\/www.everycrsreport.com\/files\/20010402_RL30830_aafe1cf1c70cbf278231f970a03ec9447f80585a.html\" target=\"_blank\" rel=\"noreferrer noopener\">took effect<\/a>&nbsp;in 1985. The global pro-life financial protection has come and gone with each fluctuation of political control. The policy was repealed by President Bill Clinton, reinstated under President George W. Bush, repealed by Barack Obama, reinstated in stronger form during the first Trump administration, repealed on day one of the Biden-Harris administration, and now reinstated once more.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The Government Accountability Office&nbsp;<a href=\"https:\/\/www.gao.gov\/assets\/gao-20-347-highlights.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a>&nbsp;that President Trump\u2019s PLGHA applied to 1,340 centers and&nbsp;<a href=\"https:\/\/www.gao.gov\/assets\/gao-20-347.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$28.7 billion<\/a>&nbsp;of taxpayer funding \u2014 and&nbsp;<a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2020\/08\/PLGHA-2019-Review-Final-8.17.2020-508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">only eight<\/a>&nbsp;grant recipients refused to sign on to the policy, according to the State Department. That number includes the International Planned Parenthood Federation (IPPF) and Marie Stopes International (MSI), two of the world\u2019s largest abortion businesses.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Both global abortion chains promptly highlighted real concerns over losing a combined $75 million in U.S. taxpayer funding. As an IPPF official said the Mexico City Policy \u201cwill have devastating consequences for women and girls,\u201d the organization&nbsp;<a href=\"https:\/\/www.ippf.org\/news\/our-statement-reinstatement-global-gag-rule\" target=\"_blank\" rel=\"noreferrer noopener\">admitted<\/a>&nbsp;it \u201cwill&nbsp;lose $61 million USD for programs that provide sexual and reproductive health services for millions of women and youth.\u201d Marie Stopes International&nbsp;<a href=\"https:\/\/www.facebook.com\/MSIReproductiveChoices\/videos\/1733292524119976\/\" target=\"_blank\" rel=\"noreferrer noopener\">organized<\/a>&nbsp;a protest outside the U.S. Embassy in London,&nbsp;<a href=\"https:\/\/www.facebook.com\/MSIReproductiveChoices\/videos\/1682833185972968\/\" target=\"_blank\" rel=\"noreferrer noopener\">whining<\/a>&nbsp;in an online fundraiser, \u201cWe stand to lose $14 million in US funding.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">IPPF&nbsp;<a href=\"https:\/\/www.ippf.org\/news\/our-statement-reinstatement-global-gag-rule\" target=\"_blank\" rel=\"noreferrer noopener\">branded<\/a>&nbsp;the policy a \u201cglobal gag rule,\u201d a \u201cfar-reaching, destructive American foreign policy, one that is deeply unpopular with the American people.\u201d Yet three out of four Americans (73%) oppose taxpayer-funded abortions in foreign nations, according to a&nbsp;<a href=\"https:\/\/www.kofc.org\/en\/resources\/communications\/polls\/2025-kofc-marist-poll-results.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Marist poll<\/a>&nbsp;released last week.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Hyde Amendment: Restoring a 49-Year-Old Consensus<\/h3>\n\n\n\n<p class=\"has-medium-font-size\">On Friday, President Trump also signed an executive order \u201c<a href=\"https:\/\/downloads.frc.org\/EF\/EF20L09.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Enforcing the Hyde Amendment<\/a>.\u201d The&nbsp;<a href=\"https:\/\/downloads.frc.org\/EF\/EF20L09.pdf\">Hyde Amendment<\/a>&nbsp;\u2014 which was enacted in 1976 under President Gerald Ford and supported by the late President Jimmy Carter&nbsp;<a href=\"https:\/\/www.nytimes.com\/1977\/07\/13\/archives\/president-defends-courts-action-curbing-federal-aid-for-abortion.html\" target=\"_blank\" rel=\"noreferrer noopener\">because<\/a>&nbsp;of the \u201cmoral factor involved\u201d in abortion \u2014 protects pro-life taxpayers from funding abortions with their federal tax dollars, except for rape, incest, or&nbsp;<a href=\"https:\/\/washingtonstand.com\/commentary\/3-reasons-why-abortion-is-never-medically-necessary\" target=\"_blank\" rel=\"noreferrer noopener\">to save the mother\u2019s life<\/a>. Just&nbsp;<a href=\"https:\/\/www.kff.org\/medicaid\/state-indicator\/abortion-under-medicaid\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" target=\"_blank\" rel=\"noreferrer noopener\">20 states<\/a>&nbsp;elect to fund most abortions with their own tax dollars.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cFor nearly five decades, the Congress has annually enacted the Hyde Amendment and similar laws that prevent [f]ederal funding of elective abortion, reflecting a longstanding consensus that American taxpayers should not be forced to pay for that practice. However, the previous administration disregarded this established, commonsense policy by embedding forced taxpayer funding of elective abortions in a wide variety of [f]ederal programs,\u201d the executive order noted.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cFor example, under President Biden,&nbsp;the Department of Defense reimbursed&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/biden-signs-executive-order-that-could-force-taxpayers-to-fund-abortion-costs%20AND\" target=\"_blank\" rel=\"noreferrer noopener\">abortion-related travel expenses,<\/a>&nbsp;the&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/abortion-is-what-our-nation-owes-veterans-biden-administration\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Veterans Affairs<\/a>&nbsp;allowed hospitals to provide abortions, and the Department of Health and Human Services paid for&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/prolife-republicans-introduce-bill-to-end-bidens-taxpayerfunded-abortions-for-illegal-immigrants\" target=\"_blank\" rel=\"noreferrer noopener\">abortions for illegal immigrants<\/a>,\u201d pointed out a&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/01\/fact-sheet-president-donald-j-trump-enforces-overwhelmingly-popular-demand-to-stop-taxpayer-funding-of-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">White House fact sheet<\/a>&nbsp;accompanying the executive order.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trump\u2019s action rescinded two Biden-era executive orders aimed at expanding abortion nationwide. Biden\u2019s&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/executive-order-14076-protecting-access-reproductive-health-care-services\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14076<\/a>&nbsp;declared that promoting abortion \u201cis essential to justice, equality, and our health, safety, and progress as a [n]ation.\u201d It ordered the secretary of HHS to draw up a plan \u201cto protect and expand access to abortion \u2026 including medication abortion\u201d and established the \u201cInteragency Task Force on Reproductive Healthcare Access\u201d to coordinate a whole-of-government effort to assist the abortion industry after Dobbs.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Biden\u2019s&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/executive-order-14079-securing-access-reproductive-and-other-healthcare-services\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Order 14079<\/a>&nbsp;attempted to exploit an alleged loophole in the Hyde Amendment by using&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/bidens-attempt-to-underwrite-abortion-travel-going-nowhere-gop-congressman\" target=\"_blank\" rel=\"noreferrer noopener\">federal Medicaid dollars<\/a>&nbsp;to pay for mothers in pro-life states to&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/biden-signs-executive-order-that-could-force-taxpayers-to-fund-abortion-costs\" target=\"_blank\" rel=\"noreferrer noopener\">travel for abortion<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Nearly&nbsp;<a href=\"https:\/\/www.kofc.org\/en\/resources\/communications\/polls\/2025-kofc-marist-poll-results.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">six out of 10 of Americans<\/a>&nbsp;(57%) oppose taxpayer-funded abortion \u2014 including 58% of registered Independents, 41% of voters who call themselves \u201cpro-choice,\u201d and 33% of Democrats, according to the Marist poll.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Abortionists may soon get more bad news about abortion funding, as the Supreme Court has&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/scotus-to-consider-whether-states-can-defund-planned-parenthood\" target=\"_blank\" rel=\"noreferrer noopener\">agreed<\/a>&nbsp;to hear&nbsp;Kerr v. Planned Parenthood, which will decide whether states have the legal ability to remove Planned Parenthood as a qualified health care provider.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Facing Down the FACE Act<\/h3>\n\n\n\n<p class=\"has-medium-font-size\">Also on Friday, a senior Trump administration official walked back the Biden administration\u2019s legal targeting of pro-life advocates under a controversial, Clinton-era statute protecting a \u201cconstitutional right\u201d that never existed: the Freedom of Access to Clinic Entrances (FACE) Act.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cPresident Trump campaigned on the promise of ending the&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/biden-admin-singled-out-prolife-profamily-americans-as-terrorists-17000page-report-explains\" target=\"_blank\" rel=\"noreferrer noopener\">weaponization of the federal&nbsp;government<\/a>&nbsp;and has recently directed all federal departments and agencies to identify and correct the past weaponization of law enforcement,\u201d&nbsp;<a href=\"https:\/\/twitter.com\/Schilling1776\/status\/1882873934477185134\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;Chad Mizelle, chief of staff to the attorney general, in a January 24 memo. Since many Americans see FACE Act prosecutions as \u201cthe prototypical example of this weaponization,\u201d the DOJ will bring no further FACE Act cases except in such \u201cextraordinary circumstances\u201d as cases involving \u201cdeath, serious bodily harm, or serious property damage. Cases not presenting significant aggravating factors can adequately be addressed under state or local law,\u201d the memo said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cOver the last four years, we saw the DOJ weaponized against pro-lifers. Under the FACE Act, grandmothers and grandfathers singing hymns while conducting peaceful sit-ins at abortion facilities have been placed behind bars, while those who have threatened workers and destroyed property at pro-life pregnancy centers have gone free,\u201d Szoch told TWS. \u201cWe are grateful to the Trump administration for its commitment to ensuring the FACE Act is no longer used as a tool to place pro-lifers in jail.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The memo ordered officials to permanently dismiss,&nbsp;<a href=\"https:\/\/www.illinoislegalaid.org\/legal-information\/difference-between-dismissed-or-without-prejudice\" target=\"_blank\" rel=\"noreferrer noopener\">with prejudice<\/a>, three FACE Act cases. The move follows President Trump\u2019s decision to&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/a-great-honor-trump-keeps-promise-to-pardon-23-prolife-advocates\" target=\"_blank\" rel=\"noreferrer noopener\">pardon 23 pro-life advocates<\/a>&nbsp;arrested for prayerful acts of civil disobedience. Furthermore, the memo ordered, \u201cuntil further notice, no new abortion-related FACE Act actions \u2014 criminal or civil \u2014 will be permitted without authorization from the Assistant Attorney General for the Civil Rights Division.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Mizelle, whom President Trump&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/statement-president-elect-donald-j-trump-announcing-the-nomination-chad-mizelle-chief\" target=\"_blank\" rel=\"noreferrer noopener\">referred<\/a>&nbsp;to as \u201ca MAGA warrior, serves as Acting Associate Attorney General. Under the Biden-Harris administration, the Assistant AG for the Civil Rights Division was held by Kristen Clarke, who stands&nbsp;<a href=\"https:\/\/washingtonstand.com\/commentary\/good-news-on-abortion-world-government-and-judicial-radicals-the-stories-you-missed-this-week\" target=\"_blank\" rel=\"noreferrer noopener\">credibly accused<\/a>&nbsp;of committing&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2024\/04\/30\/exclusive-dojs-kristen-clarke-testified-she-was-never-arrested-court-records-and-text-messages-indicate-she-was\/\" target=\"_blank\" rel=\"noreferrer noopener\">perjury<\/a>&nbsp;by hiding an apparent&nbsp;<a href=\"https:\/\/www.dailysignal.com\/2024\/05\/13\/exclusive-dojs-kristen-clarke-asked-husband-say-wasnt-abuser-during-confirmation-process-alleges\/\" target=\"_blank\" rel=\"noreferrer noopener\">history of domestic violence<\/a>&nbsp;during her confirmation hearings. Under&nbsp;<a href=\"https:\/\/www.eeoc.gov\/bio-thomas-e-perez\" target=\"_blank\" rel=\"noreferrer noopener\">Barack Obama<\/a>, it was Thomas Perez, who&nbsp;<a href=\"https:\/\/www.lifesitenews.com\/news\/obamas-labor-nominee-thomas-perez-boasted-of-prosecuting-pro-lifers\/\" target=\"_blank\" rel=\"noreferrer noopener\">boasted<\/a>&nbsp;of prosecuting pro-lifers but refused to press charges against nightstick-wielding Black Panthers threatening white voters in Philadelphia.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u2018Every Innocent Life Deserves to Be Protected\u2019: Pro-Life Advocates Pleased<\/h3>\n\n\n\n<p class=\"has-medium-font-size\">All three executive actions coincided with the 52nd annual March for Life, at which Vice President J.D. Vance&nbsp;<a href=\"https:\/\/washingtonstand.com\/news\/show-courage-in-defense-of-the-unborn-march-for-life-2025\" target=\"_blank\" rel=\"noreferrer noopener\">spoke in person<\/a>&nbsp;and President Trump delivered a&nbsp;<a href=\"https:\/\/x.com\/potus\/status\/1882891449366138893\" target=\"_blank\" rel=\"noreferrer noopener\">recorded message<\/a>&nbsp;of encouragement. And all drew praise from pro-life lawmakers and litigators nationwide.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cEvery innocent life deserves to be protected. Ensuring that taxpayer dollars don\u2019t pay for abortions has saved lives, and it\u2019s a policy that continues to receive bipartisan support from a majority of Americans. Government-compelled participation in abortion has no place in our country. American taxpayers shouldn\u2019t be forced to fund abortions or to export and promote them abroad.
