Wade, Dr. Ingrid Skop beamed at a crowd of anti-abortion activists&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=aGwbDNWaPOk\" target=\"_blank\" rel=\"noreferrer noopener\">gathered at the Texas Capitol.<\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe sun is shining on us. I think someone is happy with what we\u2019re doing,\u201d said Skop, a longtime OB-GYN, clad in a white doctor&#8217;s coat.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Her smile dropped as she launched into a speech attacking the Food and Drug Administration\u2019s&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/medication-abortions-rose-year-dobbs-decision-report-finds-rcna143874\" target=\"_blank\" rel=\"noreferrer noopener\">regulation of mifepristone<\/a>&nbsp;for medication abortions. \u201cOne out of 20 women ends up needing emergency surgery with these dangerous pills,\u201d she said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The statistic isn\u2019t far off, but the procedure that Skop warned of is a vacuum aspiration to clear the uterus, considered routine in miscarriage care and&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK507232\/\" target=\"_blank\" rel=\"noreferrer noopener\">low-risk<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Skop\u2019s warnings about abortion extend far beyond this rally. She is the vice president and director of medical affairs of the Charlotte Lozier Institute, established in 2011 as the research arm of Susan B. Anthony Pro-Life America, a nonprofit group that&nbsp;<a href=\"https:\/\/www.thecut.com\/article\/marjorie-dannenfelser-abortion-roe-v-wade.html\" target=\"_blank\" rel=\"noreferrer noopener\">works to elect<\/a>&nbsp;anti-abortion candidates.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In a movement where many adherents are guided by religious or ideological beliefs, the institute has tried to win on secular grounds by offering research and studies aimed at countering the&nbsp;<a href=\"https:\/\/reproductiverights.org\/wp-content\/uploads\/2019\/12\/Major-Medical-Groups.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">well-established scientific consensus<\/a>&nbsp;that abortion care is safe.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Since Roe v. Wade was overturned in 2022, the institute has gained visibility and notoriety as it has worked to justify abortion bans&nbsp;<a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meetthepressblog\/43-americans-say-abortion-issue-extremely-important-rcna81302\" target=\"_blank\" rel=\"noreferrer noopener\">the majority&nbsp;<\/a>of Americans&nbsp;<a href=\"https:\/\/www.ipsos.com\/sites\/default\/files\/ct\/news\/documents\/2024-03\/Axios%20Ipsos%20Abortion%20Pill%20Survey%20Final%20Topline%203.28.24%20PDF.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">don\u2019t support<\/a>. Two studies led by its vice president, James Studnicki,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/abortion-pill-case-texas-judge-halts-access-mifepristone-rcna72117\" target=\"_blank\" rel=\"noreferrer noopener\">were cited in&nbsp;<\/a><a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/abortion-pill-case-texas-judge-halts-access-mifepristone-rcna72117\" target=\"_blank\" rel=\"noreferrer noopener\">a<\/a><a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/abortion-pill-case-texas-judge-halts-access-mifepristone-rcna72117\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;federal ruling&nbsp;<\/a>challenging the approval of mifepristone. Skop is part of a group that brought the original suit. The Supreme Court is&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-weighs-challenge-abortion-pills-widespread-availability-rcna144903\" target=\"_blank\" rel=\"noreferrer noopener\">expected to rule<\/a>&nbsp;on a narrower version of the case this month.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">But the institute has also taken heat. The two studies were later retracted \u2014 unfairly, the authors argued \u2014 by the journal that published them.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In May,<strong>&nbsp;<\/strong><a href=\"https:\/\/www.dshs.texas.gov\/news-alerts\/dshs-commissioner-appoints-seven-maternal-mortality-and-morbidity-review-committee\" target=\"_blank\" rel=\"noreferrer noopener\">Skop&#8217;s appointment<\/a>&nbsp;to the Texas maternal mortality review committee drew the ire of maternal health advocates and abortion rights supporters who see her positions as ideological and in conflict with the committee\u2019s mission to improve maternal health.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The institute is&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/politics\/358845\/both-sides-of-abortion-debate-get-data-from-same-source\/\" target=\"_blank\" rel=\"noreferrer noopener\">often described<\/a>&nbsp;as the anti-abortion movement\u2019s answer to the Guttmacher Institute, a research and policy group that supports abortion rights. Skop and her peers have provided conservative officials with their own bench of experts.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cAbortion activists dominate the scientific community,\u201d Skop told NBC News by email. \u201cCLI research is one of the only voices to counter the biased, abortion-affirming research.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Over the past decade, the institute\u2019s studies, including ones assailing abortion medication and promoting&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/texas-state-funded-crisis-pregnancy-centers-gave-medical-misinformatio-rcna34883\" target=\"_blank\" rel=\"noreferrer noopener\">crisis pregnancy centers<\/a>&nbsp;that counsel women against abortion, have been&nbsp;<a href=\"https:\/\/www.hydesmith.senate.gov\/pregnancy-centers\" target=\"_blank\" rel=\"noreferrer noopener\">cited by politicians<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/abortion-pill-case-texas-judge-halts-access-mifepristone-rcna72117\" target=\"_blank\" rel=\"noreferrer noopener\">judges alike<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Mary Ziegler, a historian and expert on abortion law, said the group\u2019s work may help give legislators \u201cpolitical cover.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe scientific arguments that CLI is making,&#8221; she said, &#8220;are just one more arrow in the quiver of legislators who already think abortion is contrary to God\u2019s law.&#8221;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Named for one of the first female physicians in the U.S., the Charlotte Lozier Institute was launched in a different era for abortion rights. Roe v. Wade was still the law of the land, and Susan B. Anthony Pro-Life America was working to elect candidates who would make it harder to access abortions.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The institute\u2019s job, under the guidance of its founder and first president, Chuck Donovan, a veteran of the anti-abortion movement, was to provide data to help them. In a 2018&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=zYjBEJaoAXE\" target=\"_blank\" rel=\"noreferrer noopener\">promotional video<\/a>, a series of state lawmakers praised the group as a source of \u201cfacts\u201d and \u201ccredibility.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Kristi Hamrick, a spokesperson for Students for Life of America, said the institute plays a \u201cvery important role\u201d by providing \u201can alternative scientific voice that looks at data\u201d that groups like hers can use in their campaigns.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The institute\u2019s influence extends to state legislatures, where its team testified in favor of bills that would&nbsp;<a href=\"https:\/\/montanafreepress.org\/2021\/01\/21\/first-of-multiple-anti-abortion-measures-advance\/\" target=\"_blank\" rel=\"noreferrer noopener\">prohibit<\/a>&nbsp;most abortions after 20 weeks, and&nbsp;<a href=\"https:\/\/keyt.com\/health\/2021\/02\/16\/indiana-doctors-may-be-forced-to-tell-women-abortions-can-be-reversed\/\" target=\"_blank\" rel=\"noreferrer noopener\">require that patients<\/a>&nbsp;be told about a process called \u201cabortion reversal,\u201d a&nbsp;<a href=\"https:\/\/www.acog.org\/advocacy\/facts-are-important\/medication-abortion-reversal-is-not-supported-by-science\" target=\"_blank\" rel=\"noreferrer noopener\">disputed treatment<\/a>&nbsp;that abortion opponents claim can undo a medication abortion.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Skop and others on the institute\u2019s roster of staff and representatives are&nbsp;<a href=\"https:\/\/lozierinstitute.org\/tara-sander-lee-knit-together-in-a-mothers-womb\/\" target=\"_blank\" rel=\"noreferrer noopener\">open about their religious beliefs<\/a>. On a recent episode of a podcast affiliated with the American Family Association, a right-wing Christian activist group, she launched into a fierce critique of other abortion research.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe abortion industry drives the narrative. They publish poor-quality studies. The mainstream media, of course, promotes abortion and picks it up,\u201d she said. \u201cSo the American people have been gaslighted.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In an interview, Rachel Jones, a principal research scientist with the Guttmacher Institute, said its work holds up under scrutiny. \u201cWe\u2019ve been doing research for over 50 years on abortion, and we haven\u2019t had any studies retracted,\u201d Jones said, noting that the group is transparent about its data and its shortcomings. \u201cOur track record speaks for itself.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">As patients with pregnancy complications in restrictive states like Texas&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/woman-suing-texas-abortion-ban-vomits-on-stand-rcna95162\" target=\"_blank\" rel=\"noreferrer noopener\">go public<\/a>&nbsp;with experiences of being denied treatment, the Charlotte Lozier Institute, like many anti-abortion groups, has argued that these have resulted from a misreading of the laws, rather than the bans themselves.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cRather than blame pro-life laws when confused physicians have withheld emergency medical care, a result of abortion advocates\u2019 fear mongering, state medical boards must provide guidance to clarify confusion, but many have not done so,\u201d Skop said in a statement to NBC News.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">But&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/risky-pregnancy-abortion-doctors-consult-lawyers-rcna37651\" target=\"_blank\" rel=\"noreferrer noopener\">doctors<\/a>&nbsp;have said the bans \u2014 which call for stripping medical licenses, and imposing fines or criminal charges on violators \u2014 create a&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/sick-sick-enough-end-pregnancy-doctors-state-laws-are-odds-rcna129039\" target=\"_blank\" rel=\"noreferrer noopener\">chilling effect<\/a>, and the institute itself cites guidance that discourages abortions as an emergency intervention.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">When it\u2019s necessary to perform what Skop calls a \u201cseparation of the mother and her unborn child\u201d in the second trimester, she has&nbsp;<a href=\"https:\/\/lozierinstitute.org\/abortion-policy-allows-physicians-to-intervene-to-protect-a-mothers-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">cited the American Association of Pro-Life Obstetricians and Gynecologists<\/a>, of which she is a member, in arguing that doctors should perform cesarean sections or induce labor, rather than an abortion procedure commonly called dilation and evacuation (D&amp;E). More OBGYNs have the skills to perform C-sections and induction, Skop has&nbsp;<a href=\"https:\/\/lozierinstitute.org\/experienced-ob-gyn-on-idaho-pro-life-law-standard-obstetric-treatment-offers-women-better-outcomes-than-abortion-for-pregnancy-complications\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>, and in some cases they could preserve a chance of saving the fetus\u2019 life.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Dr. Ghazaleh Moayedi, an OB-GYN who practices in Texas, serves as the board chair for Physicians for Reproductive Health, which supports abortion rights. She sees recommendations like these as an attempt to limit doctors\u2019 ability to provide necessary care. In many cases, she added, it\u2019s clear that a fetus won\u2019t survive, and to imply otherwise<strong>&nbsp;<\/strong>is misleading.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThey view it as more dignified in some way for the fetus,\u201d she said of the institute\u2019s stance that doctors should avoid D&amp;E\u2019s. \u201cWhat\u2019s left unsaid in that statement is that it\u2019s at the expense of any dignity, humanity or care for pregnant people themselves.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Skop pushed back on the assertion that some patients might prefer a D&amp;E to induction in these cases, referring to it by a term commonly used by abortion opponents.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWhen experiencing a tragic loss, I have never had a pregnant mother prefer a dismemberment abortion over induction because mothers want to hold and bury their babies, which assists in their grief,\u201d she wrote.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In March, the institute named a new leader, Karen Czarnecki, who previously worked for the American Legislative Exchange Council and Heritage Foundation.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">It continues to rely on private funding. In recent years, its donors have included the Alliance Defending Freedom, which brought the mifepristone case; The 85 Fund, a group&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/leonard-leo-koch-networks-pour-millions-prep-potential-second-trump-ad-rcna144360\" target=\"_blank\" rel=\"noreferrer noopener\">tied to the conservative judicial activist<\/a>&nbsp;Leonard Leo; and the Knights of Columbus, a Catholic fraternal order.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In a recent&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=edC8aZc9Zok\" target=\"_blank\" rel=\"noreferrer noopener\">video appearance<\/a>, Studnicki, highlighted the institute\u2019s recent wins. \u201cIf you look at our record in the last three or four years, we\u2019ve been very, very successful,\u201d he said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">But it also suffered a major blow this February when the medical publisher Sage retracted three studies on which Studnicki was a lead author. She said the institute conflated visits to the ER within 30 days of an abortion with \u201cadverse events.\u201d But patients may go to the ER just to get reassurance that the procedure has gone smoothly, Upadhyay said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Her&nbsp;<a href=\"https:\/\/bmcmedicine.biomedcentral.com\/articles\/10.1186\/s12916-018-1072-0\" target=\"_blank\" rel=\"noreferrer noopener\">research<\/a>&nbsp;has shown that more than half of these visits don\u2019t result in treatment. Lozier&#8217;s study, she said, didn\u2019t address whether patients were admitted or received treatments, which would present a fuller picture of what, if any, complications occurred.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In response to that critique, Skop said ER visits, even without treatment, showed that patients \u201cdon\u2019t know what to expect because they are not receiving adequate informed consent.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">She called the retractions \u201cmeritless,\u201d contending that the group\u2019s anti-abortion stance has led to \u201cunprovoked and partisan attacks.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The Supreme Court will&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-weighs-challenge-abortion-pills-widespread-availability-rcna144903\" target=\"_blank\" rel=\"noreferrer noopener\">soon rule<\/a>&nbsp;on mifepristone. It opted not to hear arguments challenging the FDA\u2019s initial approval of the drug, but will consider whether to restrict its availability.
